Other gifts for tea drinkers to consider are different types of teaware such as pots, cups, cozies, infusers, and kettles.
Depending on the size of your basket, if you decide to go that route, most of these items would fit. Tea cups are nice, and if they frequently have company where tea is poured, a new set should impress them.
Along with the set, try and find a matching tea pot to go with it (one preferably with a fitted infuser). Not all tea pots come with their own loose tea infusers, so you may have to purchase them separately. Also, be sure and note the "cup capacity of the pot since there are different sizes. Is this gift for a single person who doesn't have company? If so, then buying him or her a mug infuser would improve the way the steep loose tea. These infusers fit directly over the mug, and in my opinion are the best infusers for the money, since they allow all the leaves room to open up, releasing more flavor.

Water Filters
This last one might have skipped you completely, but can be one of the most important gifts for tea lovers. Enjoying the world of loose tea means taking a few steps to ensure a perfect cup. Important factors like over-steeping, burning the leaves by adding boiling water, brewing old tea, and even water quality are the obstacles that come between your cup.
The reason I suggest a water filter as an idea is because regular tap water has impurities in it, like chlorine for example, that can alter the taste of your tea.
It is recommended by all tea connoisseurs that either natural spring water with low mineral content, or well filtered water be used when preparing this beverage. Spending all your money on accessories and quality loose leaf teas, and then having the flavor compromised by poor water seems like a waste.
Just figured I add this part in as an extra tea gift idea. You can always tell them about using natural spring water (not distilled water) if a water filter doesn't fit the bill.
